This must depend on criteria. The pharoah who did most to expand territory was probably Thutmose III. The pharoah who was most original was Akhenaten. The pharoah who unified Egypt was Narmer. Everyone will have their own view. Apparently Ramses III had a tough time with foreign invaders and fought long and hard to protect Egypt. Alot of successful trading took place in the reign of Hatshepsut. There must have been an early pharoah who encouraged the arts, construction, the study of science and medicine, the military and whoever did this the most would get my vote. But I don't know who it was ! In any case, maybe the pharoahs relied on others who also deserve mention e.g. Imhotep.
